Well, that's the idea with pegs you know...so that the wind doesn't jerk them loose! If I can pull a peg out with minimal effort it can't be holding the tent down very well.

Almost all pegs (except wooden ones and some fancy designs) should be sunk fully in. If you don't then they're not going to hold as well as they should, plus anyone tripping over them will get a nasty slash on the foot or ankle. To get stubborn  pegs out either use a peg puller or a large and sturdy crook top peg. You can also lever pegs out using another sturdy peg and a stone to brace it.

what i use to get rock pegs out is a claw hammer which if required you can tap the claw part into the ground next to the peg using your rubber mallet and then use the claw hammer to lever pegs out, this year I bought some blue diamond hard ground pegs and they have a hole in the plastic top that a peg puller fits just nice

another option would be to cut short lengths of guy line and loop one around each rock peg just under the plastic top and then you could use that to pull the peg out same sort of thing that you see on the fancy v pegs or titanium pegs
