Remember that if you have a towbar mounted bike rack, the rack and the bikes will count towards your noseweight. You almost certainly don't have enough allowance for this.
You may even have problems with rear axle loading.
A breakaway cable has no purpose if there are no brakes to apply. As has been said, the legal requirement is for a secondary coupling to keep the trailer attached to the car if the hitch fails.
