I find much depends on things like the weather - also on the site. Last summer we camped out of school holidays (we got permission for Alice because Pip had had a major op) at a Park Resorts site, and because Alice was happy to spend her day in the swimming pool, it didn't cost us much - we rarely left the site apart from food. It has been the same on other site where the kids spend time in the play area.
We always try to find a nice ice cream shop in the area, so I allow £20 for a nice ice cream. Most of the time it is less, but that way I don't get any nasty surprises or feel as if I can't have the expensive on that really takes my fancy.
I also budget for a lunch out and an evening meal out - especially for the last evening, when I am trying to start the packing down - means that some of the cooking stuff can be washed and packed away the day before we leave.
Like so many others have said - over budget, that way you won't be disappointed that you can't do something due to lack of funds. Anything left over goes straight back into the holiday fund.
And don't forget to pick up leaflets from everywhere you visit (even if its just the tourist info),then on a rainy day you can make scrapbooks with the kids of their holiday, they will then be able to share their memories with their friends when they get home (and with their kids when they are adults) all for the price of around £1 each with money left for a meal out!

I can only really echo what others have already said, I remember my budged days well, multiplying the cost of anything x 6 for us meant that things that seemed quite cheap can easily stack up, over a tenner for us all to have a cuppa. I hated having to say no to the kids all the time and like you planned for one 'paid' day out as a special treat.
I used to buy treat stuff on special offer before we went like sweets, lollipops etc. the type of stuff mine didnt usually get, then when they asked for stuff I couldnt afford I could give them a little treat and I didnt feel so bad. I also found that giving the kids a set amount of spending money at the start of the week stopped them from pestering for spending money all the time. They didnt get it given to them all in one go but they al knew exactly how much they had to last them.
If you are anywhere near Newquay we found a place called Dairy Land that is a family farm park type place that has a huge adventure play ground and indoor play area with ball pools and death slides etc. (grown ups can play too) your ticket is good for a whole week so we always went on the first day and then called in for a play on the way home from days out of if the weather was bad. My kids are teenagers now and whenever we are down that way they insist on going, no interest in the fluffy animals anymore they just want to play on the slides and stuff! really good value for money and not that expensive.

We're also thinking of joining the national trust this yr. With so many NT sites up here in Scotland it would be silly not too. For instance urqart castle at loch ness is £20 for 3 of us ( baby goes free). A national trust yearly subscription is £60.
No brainer really.
We also cook our own meals, well I do, it's the OH's holiday too, and most sites we use are within 100 miles of home. That's a Sunday outing up here when the average yearly mileage is between 12-15k.
its historic Scotland that run Urquhart castle they also have Edinburgh and stirling castles which are more expensive than Urquhart to get into ( stirling is my fave). hate to sound picky but didn't want you buying the wrong pass...
tesco clubcard sometimes have deals on individual entries for castles so its worth checking the website.
Do Eden for sure budget lots of cash for cream teas and pasties, Love to travel about and see the great villages and views, so petrol is a huge cost these days.
Hmm cream teas....one flask of tea,one pack of fruit scones, one tub clotted cream, one jar raspberry jam,butter..total cost..around £4 cost for one cream tea in a cafe..£4.50 roughly..oh I know, spoilsport, but the price of them is ridiculous,at least if you can make up picnics you will have money for other things,...like a tub of clotted cream ice cream..I shall now shut up ,I hope you have a wonderful holiday!
