The larger diameter tube over the damaged section is the best repair provided you can find some tube which is a nice tight fit.
If you carn't, an option would be to get some copper wire (strip the insulation from some twin and earth cable) use this to bind over the damaged weak section, then heat with a blowlamp and melt some solder into the wire. Just make sure you don't put too much solder in or it will run into the joint of the poles.
Bit of a job for a wind break might be easier to buy a new one.
