We are tin tenters, but ours will generally sleep till gone seven, then I usually have an hour with them both squished into my single bed with me - most uncomfortable but moments to treasure as they won't want to do it for long really. The 18 month old is hardest to keep quiet as of course he has no concept of volume, is just learning to talk and find the whole thing so very exciting that it must all be commented upon as loudly and as often as possible, which makes the 6 year old giddy and daft! I think the early morning walk problem may well be the way to go, esp now we have an awning big enough to take the buggy so I don't need to noisily retrieve it from the car boot!
The problem with unleashing them as weapons of mass retaliation against the late night noise-makers is that there will then be some poor sod on the next pitch over who has now copped for late night AND early morning disturbance on his holiday!
