If you use vinegar it is acidic so is bicarb, your best bet it to steam clean it as the steam will kill the mould spores, then open it up in the sun.
If your TT is not letting water try to hold off reproofing as once you do you will have to keep reapplying it at regular intervals, also you will de value its resale

I wouldn't - buy a pot of IOSSO mold and mildew remover. It really does last for years as you only use a tiny amount. Made for the job, mind you I suppose it could be bicarb based for all I know. I would be really hesitant to try something that isn't tried and tested on my canvas - others use Milton in some dilution, never tried that either!
Edited to add that I have used IOSSO without having to reproof in the past.
