It can be anything suitably waterproof... cheap builders tarps from the DIY warehouse, pond liners, even those really thin decorators plastic sheets (although if disposing each time, there is the "Eco-element").
Obviously it's down to you, depending on whether you are just aiming to keep the tent groundsheet clean/mud-free (Thinnest/cheapest plastic sheet will suffice) or whether you are after added protection from rough/stony ground and or sharp thorns etc (They do say pond liner is great for this, but more bulky for transporting, of course).
As for size, most options will allow you to cut to size, or at the very least, fold back the edges to suit. "Gorilla Tape" or other quality Duct tape/waterproof cloth tape will keep those folds folded!
Finish off with eyelets if preferred, to allow pegging down. Easy to fit, and cheap as chips at the likes of Dunelm etc.
And remember... make sure the finished footprint doesn't stick out around the tent, as it will collect water which will almost certainly trickle under the tent, and stay puddled there until you de-camp.
Aim for approx. 4"- 6" smaller than the tent base, for both total width and total length, so at any given edge, the footprint is set back (under) by 2" - 3".
