There is no standard definition of what is considered as XL as far as I am aware, and this question has come up time and time again.
In general, if a tent does not fit into a standard pitch, and some sites guy lines and some don't, the norm is just the overall dimensions of the tent without the guys; then it needs to go onto a jumbo/extra large pitch that costs more.
However, definition of what is the size of a standard pitch various from site to site.
This is the C&CC's guide on their pitches which I found useful as a guide:

In this guide, tents over 5m wide x 9m long is considered as oversize and needs to go onto their jumbo pitch. However, it does not say if that includes the guys or not.
