it would be cheaper to buy a whole new tent then replace the poles on the one you have which is an unknown at the moment and you dont even know if its waterproof or not yet

Your tent requires 3 flexible poles each of a different length, if you knew the lengths you could make up the poles from spares kits.
Is it possible to pursue a complaint through Ebay to refuse this tent or to recover the original poles?
The link above is Coleman Uk's spare parts dealers. Since your tent is conveniently discontinued it may not be supported.

I've bought used stuff (not a tent!) off ebay that arrived with missing parts, contacted the seller, and it was a completely innocent oversight, missing parts found and forwarded ASAP.
As to trying to source/replace an entire set of tent poles yourself, that's usually just not economic. Complete gamble that a s/h tent is still serviceable anyway, but poles often cost as much as paid for a tent, which may turn out to be useless after the extra expense of poles to be able to try it out!
If seller cannot supply missing poles, best to reject the purchase, unless sold specifically stating 'without poles', in which case, best resell it for what you can get, and buy another tent complete WITH poles! As mentioned above, a tent is NOT a tent without it's poles, so misrepresentation if only the flysheet!
