Above the article "Campsites which allow fires, fire advice" is already mentioned. ( http://www.ukcampsite.co.uk/articles/view.asp?id=4 ) I understand you may wish some fishing possibilities too. Fishing is one of the criteria in the UKCS-campsite guide on this site. So check that guide on the criterion 'fishing' and compare the results to the list of 'campfire sites': you may have both than.
Wear Farm in Bishopsteignton would be good - you can camp right on the side of the estuary and light a fire down on the beach! Marvellous. You can find Wear Farm on the campsite search.
Shell Island definitely - have a look at the reviews on this site and they also have their own very good website. Acres and acres of dunes and fields so plenty of space to have a real good time and beach right on site. Campfires allowed all over the site as long as they are raised off the ground (you can buy an iron log basket and the logs at the small provisions store on the site. They open 1st March, can recomend this site (been visiting for years) no vans allowed just purely tenters.
