You only need to do that with cotton canvas, which needs to be soaked first in order to swell up and seal the stitching holes, otherwise you can get an indoor shower when it rains!
However, as a precaution i have always assembled a new tent and tested it with hose ( or real rain!) before going away in it. There are debates on here from time to time about whether one should expect a tent to be 100% sound when you buy it, but I don't think makers can make that claim, and they usually include a tube of seam sealant etc. So I always check first, and if there are any minor problems (like a bit of moisture wicking in through a stitched loop) I will treat it immediately.
