Yup I think it sounds like a plan. Especially if you get the inner outside and swab it down well with a 10% Milton solution first, which will kill all the mildew spores and prevent them from just being spread around the unaffected parts of the inner. Then soap and warm water (not detergent), and hopefully a thorough drying in the sun.
I am sorry that your FIL seems unable to acknowledge his mistake - but maybe (going by your partner's comments) that is just the kind of person he is, so you just have to consider being the "bigger" man and letting it go.
I hope you manage to retrieve a useable inner ......fingers crossed.
