In my work as a telephone engineer, I often have to sit in a manhole for a couple of hours at a time working on the phone lines. The tent I'm issued with is possibly the worst design I have ever seen; it has just 2 legs and will not stand up by itself. It's supposed to be pitched over the top of guards, but it's so complicated it comes with a video as well as an instruction sheet. And it still won't stand up to so much as a gentle breeze. So what I'm looking for is some kind of small shelter, not bigger than 1.5m, without a floor. I've seen lots of beach shelters and kids tents, but they all have sewn in ground sheets. If I were to cut it out, would the tent collapse?

How about a toilet tent.  They seem quite easy to put up without a floor, however I do think with any tent you might have trouble in winds if you have no way of tieing it down.  Search ebay for toilet tent to have a look. 

 I wish you luck in finding something to keep you dry

Thanks for the suggestions, but these are just too big. I'm always sat down, and usually inside the manhole, I just want a tiny low tent on the top. 1m x 1m x 1m would be ideal, and hopefully more stable than a toilet tent.

I don't know if you have found one yet but I was in my local camping shop today and saw a small tent called a 'storm' tent'. They vary in size from one man up and start at £20 up. The web site is www.btcleisureworld.com
