There is often a lot of discussion on this but from my experience, it doesn't hurt to waterproof the outer. It makes the water "bead" and it runs off much better once waterproofed.
I have a 40 year old fishing umbrella which I use Fabsil on every three or four years and it's as waterproof as the day I bought it.
We also do our bivvies and fishing shelters regularly and they also remain waterproof after more years than I care to remember.
