There are Goretex tents, as pointed out, but they are quite a specialist thing.
As maryinoxford pointed out, there needs to be a temperature gradient across the fabric - there also needs to be a moisture gradient. In the rain, the moisture cannot pass through the fabric, and you will get excessive condensation. You also get condensation inside a Goretex jacket in heavy rain.
In general Goretex, and other single-skin, tents work well in cold, dry conditions - up high mountains, for instance - for the UK double skin tents work better.
