They are standard type SMD (surface mount device) LEDs mounted on a circular heat sink (the white coin sized disc), if you have the electronic skills and (absolutely excellent!) soldering skills, the LEDs are replaceable for a few pence, the LEDs already mounted on the white heat sinks as a 'unit' (which is what I expected to be available) I could not find with a reasonably detailed search, they may have been constructed solely for this light fitting by the lamp manufacturer and not be a standard part!
But that is all rather ahead of the game, you have to determine WHY the lamp doesn't function. Rather than a 'blown' LED (rare but not impossible!), it could be a fault with the drive circuit, which is likely fitted on a PCB behind the visible lamp surface shown. The LEDs may be in series, so one failing may stop the other 2 illuminating. That is of course assuming power is getting through to the lamp itself! - manufacturers have been rather lax and continued using switches designed for incandescent lamps which demand much more power, but that power keeps the switch contacts 'clean', very low power LEDs often lead to 'dirty' contacts which imped the electric current, giving the appearance of a faulty lamp! Rapid switching on/off sometimes mechanically cleans the contacts and restores function.
To repair the lamp, you need to determine the power rating (wrong power rating may damage drive circuit or not function) and preferably the colour shade (cool or warm white) of the LED, that is tricky as these units generally have no identifying markings whatsoever (the ID will have been on the carrier packaging they were attached to before assembly and now unavailable!). When I repaired one of my lamps, I had to test a similar functional one to determine correct power rating, and took a gamble on picking correct colour shade (got it spot on!).
Unless you (and your comments rather indicate NOT!) are quite familiar with electronics, or you know someone who is, in all likelihood these lamps are unrepairable on a DIY basis, the cost of a commercial repair if you could find anyone willing to do it, would likely be prohibitive, a replacement lamp in its entirety is your best option. Unless you have aesthetic reasons (say, it's one of several of same style) to replicate it, a replacement of just similar style would suffice.
