I've come across this problem in the past. (silicone remover)
In my case , it did look like the bath surface in question was starting to melt.
Like you mention, it looked like the surface had deep scratches.
What was actually happening, was that the silicone was smearing and resetting.(hard)
It looked a right mess and i thought the bath was a goner.
Before ripping the bath out, i decided to add some more "remover".
My logic that if the bath surface had melted, i had nothing to lose.
What i did do this time was only apply the remover to a very small area.
I had kitchen roll, and a wet cloth to hand.
As i applied the remover, i gave it a few seconds and then wiped with kitchen roll.
To my surprise (and relief), the mottled and streaky surface disappeared to be replaced by the shiny original surface.
I then wiped the area with the clean wet cloth to stop the remover causing harm.
It took about an hour, but all the "damage" disappeared.
I resealed the bath, and it been fine ever since.
