Well, first of all, when you changed the cold water inlet, did you clean up the threads in the heater so the new part screwed in easily?, or if not you run the chance of distorting the hole through the soft plastic and making the new non return valve stick/jam!!
The other problem though is a blockage in the narrow water passage leading from the inlet up into the tank, this is more common in hard water areas.
