This sounds very much like the air bleed pipe, if so, this will be a thin pipe and connect to the hot water outlet pipe from the heater via a one way valve. The idea of it is to allow air into the heaters tank to speed up draining, problem is the valve sticks open and allows dripping or worse in use.
The valve must be vertical to work correctly, main cause of leaking then is if the valve does not stand upright with only the pipe turning 180degs to lead out through the floor. Other than that the valves faulty and needs replacing or simply block it off and open the hot taps, this will have the same effect on draining as the valve

Hi Guppyduck, Under the van there will be a thin clear plastic pipe, thats the breather for the water heater, another pipe with nothing on the end that's the drain pipe for the water heater, the third with the black push fitting is the water system drain pipe, this should have a red stopper inserted, if it's leaking it's not pushed in far enough or the connector has failed.
