The oven should light on full flame regardless of the valves setting, only when the temperature comes up to that set will the thermostat reduce the flame to maintain the oven at that temperature. If the thermostat was faulty it would not be able to shut the flame down, until the set temperature is reached the thermostat can have no effect on the flame unless that is, it's been on for a while and you turn the set temperature down.
If the flame is lighting but at what appears to be a low setting, then I would first suspect the jet is partially blocked this could be the jet itself or I've known the pipe leading to the jet to be partially blocked.
