So it's a year 2000 heater and not a 2000 model?
Many but not all Carver 4000/5500 fires of this era suffered from this noise when first lit and the heat exchanger still cold. The cause is the hot air rushing through the cold chamber of the exchanger, the gasses in front are cooled and slow down while the gasses behind remain hotter and move slightly faster so try to push the cooler gasses out of the way.
Once the heat exchanger gets hot the gasses move more smoothly and the heater quietens down. Of the two 5500's I've had, one was noisy for 5 minutes and the latest one is silent?!
In all cases the noise should subside, if it's permanent then theres something wrong, First thing to check is the colour of the main burner flame, this should be bright blue and dancing gently on the fine steel woven mesh attached to top of the burner itself.
I've mentioned the mesh because it has a habit of coming loose or falling off altogether. If it's loose the flame will be unstable and lift, if it's fallen off then the flame will be yellow and lanky. The mesh is supported by a frame with 1/4" square holes, if the mesh is missing, this frame will be obvious by the light of the yellow flame
PS to view the flame through the viewing window you need to remove the fire front, it pulls off two clips at the bottom then up and off, take care not to pull at and damage the wiring connection to the slide switch.
