I would be very surprised if this is available as a spare part.  I suspect that it will be a standard fitting and so it may be worth trying B&Q et al to see if they have one from a damaged blind or even a car boot sale and throw the blind away.

Thanks Mike, we had thought that and it may even mean buying a very cheap blind that has the same fittings, maybe someone will come back and say "I have an old blind"
