To remove silicone sealant, you can buy special silicon remover from screwfix or any hardware, white spirit will also work, but can affect paintwork so test a small area first. And after using white spirit always give a good polish back to the paint work as it will strip it.

If the silicone was put there, around the wimdow rubber? I'm inclined to think its to seal something, so removing it completely may open up an old leak? I would play safe, remove and reapply, to make a cleaner job of it. Unless you are planning to reaseal the windows, and do a proper job of it?

I'd be very wary of them, it is the mastic but this could be the skin of a non drying mastic and may well be the only thing keeping the damp on the outside where it belongs.

Your best option would be to reseal - really don't know if you want to do that but bear in mind you may have to if you scrape off the lumps and it does allow the water in.

Personally I'd leave well alone if it's not leaking.
