I've had problems with my old Lunar Clubman taps as well. Sadly they're quite old now & nobody on here seems to know anything about them, not even what make they are.
I would be interested to know if you manage to source any spares for these taps, as the original spindles, which carry the washers, are faulty by design. 4 out of my 6 have been replaced at some point in the past, the other 2 I've had to glue the washers on to obtain anything like reasonable flow rates (which has worked surprisingly well actually).
My kitchen ones are leaking past the top O rings, but I may just leave well alone there & mop up as I go (it only happens when they are opened, & it's only a dribble).
Have a look at my thread & see if they are the same, if the screw has come out there may well be good reason. It screws into the plastic spindle & without it the tap handle often won't turn the spindle, as the plastic de-forms & needs the metal screw to fill the hole & make it rigid. (difficult to explain really).
