• Measuring mains voltage - where and how?

What are you classing as the consumer unit? I'd refer to the mains circuit breaker/RCD unit (more commonly called fuse board) as the consumer unit. There should be no instances of 12V DC voltage in or near this.

If you're looking at extra low DC voltages (12V) then I'd assume it's the control panel (not sure what the preffered name is). From my experience the fridge will only get 12V dc power when connected to a car via the 12S socket (engine running). The power draw of a fridge is that high that it would flatten any leisure battery within hours so really only designed for long term operation on mains or gas.

If you're finding 3v on the 12v feed when not connected to a car then it might just be an overly sensitive meter or you have a bit of spurious voltage floating around. Likely nothing to worry about but might be worth a further look especially if you're having charging/battery issues.

The fridge should have 2 switches. One for 12V operation (connected to car only, usually red) one for mains (usually green) and controls for gas (dial plus ignition button). Mine also has a seperate fused connection unit for mains under a locker to give isolation.  This is just my observations and might vary depending on make/model.
