We're about to use the caravan for the first time in a year and I've noticed that there is about 15-20 degrees of rotational play in the stabiliser (Alko 3004). It only moves one way - to the right as you're facing away from the caravan - and it doesn't go past the vertical if you try to move it left.
The stabiliser itself is fixed solidly to the drawbar (bolts are tight) - it's the drawbar itself that is rotating slightly.
Does this sound right...?

Yes, it does sound right as the stabiliser has to twist to allow movement between the towball and caravan when going over uneven road surfaces such as pot holes for example.
A standard non-stabiliser hitch is greased and will therefore twist on the towball itself but because a stabiliser has friction pads gripping the towball then the movement has to be incorporated somewhere else which is designed to swivel on the hitch which you are concerned about. As long as there is no play side to side or up and down then the hitch is working correctly.
