Just as a check I put a couple of bricks behind the van wheels and nudged it backwards with the car - there was no expected slidy move and the rubber sleeve did not compress I assume the brakes did not function although a further check with the hand brake actually prevented the road wheels from turning Any suggestions would be welcomed.

Sounds like you have a seized overun which will mean your brakes are not working whilst towing.

The handbrake will only check if the brakes work with the handbrake.

Working brakes should also release if being reversed.

Would recommend you get is serviced.

In the draw bar tube by the looks of it, since you mentioned the gaiter behind the hitch didn't compress...

But if this is seized, I'd hazard a guess there maybe other things with the braking system that'll need attention too...

Thanks a lot so far. Given time for thought it became obvious that the adjustment provided had been set in a way that only allowed the hand brake to be applied and prevented the over run brake from operating. I will keep you posted

Seems I was right - after readjustment the brake handle now no longer has access only to the first click but to several, and the over run is allowed to operate the road braking. Successful road test.
