even if the battery is knackered when on charge if the charger is working the voltage should read over 13 volts.. 13 plus volts dropping to 10 or so when the charger is switched off if the battery is worn out..
worn out battery or not i dont think your charger is working..

I would assume that the charger isn't functioning either but if you read my first post I explained to the OP how to undertake the necessary check to identify if the charger is working properly or not. If they don't do the check then it's anyone's guess what the problem is as they need to do a process of elimination to trace the underling fault.
Battery is plainly worn out so buy a new one. Fully charged it will read around 12.5v. Connect up to caravan & plug into mains with charger on. Check battery voltage again. Should be around 13v or more. If battery reading is still same as when not connected, ie 12.5v then probably charger has had it.
You mention previous owner plugged caravan into generator. Cheap ones can spike voltage momentarily when an appliance is switched off in caravan & this excess voltage can damage charger.
