If transformer/charger has failed & you can diy then a new one is around £100. Assuming all connections & fuses are good check battery voltage with charger on should be about 13.5v. If well under that then charger has failed.

Yep Bob, sounds like there is no 12 volts output so that's why the toilet isn't working.
