Not familiar with the heater, but could it be caused by releasing the gas supply control before the thermocouple has heated sufficiently?

If you are holding the control depressed for long enough, I would suspect a faulty thermocouple.

Also check position of the pilot light flame so that it actually heats the thermocouple (flame failure device) sufficiently to activate it.
