Have you got Alko ATC unit on your van?
There are certain fault conditions that render van un-towable (not sure exactly what the fault effect is) according to user manual. Certainly came across a faulty ATC unit on a fellow campers van couple of years back, where it had applied brakes on initial electrical connection to car and they would not free off to let him tow it away. The warning light was showing a fault condition. No amount of resetting/remaking electrical connection rectified the problem. Had to disconnect the mechanical ATC unit/brake link to free brakes and allow him to tow. Documented how to in user manual. Never did find out what the exact problem was, or the solution.
