How long's a piece of string?
I assume by "safe" you mean is it likely to rip apart all over the carriageway whilst being towed. If so, then it's imposible to say without more info.
If the walls "feel" secure and no gaps are visible through the seams (that wind could get into and open up) and the rails seem well stuck to the outer skin, then I suppose it would be secure enough to tow as long as you don't go tearing up the motorway or in strong gusty winds. But that's only an opinion.
The worst your likely to get on your pitch is a soaking of you or your equipment if the thing lets go during your stay, unlikely IMO, but don't have anything welectric plugged in near the damp areas!

But Sir, are you absolutely sure?
It does mean changing the bulb!
