When after changing a cylinder over the gas pipes will fill with air, so when the new cylinder is connected you have to get all the air out by openning a gas ring on the cooker, the pressure of the gas in the cylinder will push the air through the pipes thus 'purging' the system, if you are not getting any air/gas through then you have a blockage or the inline gas cocks are in the off position or a dodgy regulator.
