If you take a look at this thread, you will see that pitching a Biscaya has been discussed, recently.
They are really quite easy to pitch, yes, with the smaller models being easier (IMHO) because the span of the hoops is less wide and tall (you really have to stretch a bit if you go for the 500, for example, unless you are either very tall or have exceedingly long arms! )
I think that the 20 minutes quoted is in respect of getting the tent up but, like others, the pegging out and hanging of inners does take a bit longer.
No, you won't have to weather a Biscaya before use (unless you opt for the new cotton canvas one) because they are made from breathable polyester canvas.
