From the sound of the OP, I think we're looking at the same as my Filey...
That top strip is mesh only (it has an external cowl over it to keep the rain away).
The curtain zip runs from each bottom corner, up and around the top, so it's a roll down design.
Ergo, you can cover the PVC (clear window), and leave just the mesh vent exposed, but you can't cover the mesh vent whilst leaving the PVC exposed.
I guess the OP is feeling a draught through that top bit of mesh, whilst wanting to still see out?
Unfortunately, that's just a description... not a remedy!
Can't help on that score! Sorry!
For reference, (although I guess irrelevant, for this conundrum!) That whole Mesh/PVC window also unzips, as per the curtain, so you can effectively "climb through it"!!
