Not sure if they still make them but I bought a Vango sleeping bag for a small child (its a bout 3 ft long) a few years ago and still use it for my border terrier when she comes on my solo camping trips.
You might find a good used one on Ebay or similar. I can't remember the proper name but it was for up to 2-3 years old. I will check next time I am up the attic.
p.s. just had a look on Ebay if you search for either childs, toddler or junior Vango sleeping bag there are a few.
