The toggle up front means you attach the toggles to the rings on the tent, and zip up the zipper, to create walls on the front of the footprint, preventing water from running in onto the flooring in the front. You can see an example of this in this video, showing a detachable groundsheet in another tent, but the principle remains the same: https://youtu.be/RAVDwZFO7MI?t=186 The holes are to allow you to still peg the pegging points at the front of the living room, and seal the hole shut.
