That looks much more like a blower than a pump. I doubt whether it could be used to pump up an airbed or anything else. Probably more for cooling than pumping.

I'm inclined to think that for pump manufacturers noise isn't really a consideration. Efficiency and cheapness of production will be their main priorities. They would expect users of their pumps to expect them to make some noise and not use them at times likely to annoy others. If you feel you need to use a pump at "unsociable hours" you could always use a foot or hand pump.

As stated in previous posts that appears to be a blower, in which case the airflow quoted will be based on free air.
The specification quoted appears to be a load of rubbish. There is no such thing as 20.814 In H2O wind pressure, I assume they mean 20.814 inches static water gauge which is the standard for measuring fan duties, and far too high for a blower. All the information appears to have been copied from an American specification by someone who knows nothing about fan engineering.
