Portmeirion is great, but I'm not sure it would appeal to a three-year-old. Also check on the website that it's within your budget, as it's pretty Xpensive to get in. Likewise the Snowdon Railway - great experience, but a bit pricey.
Beaches round the Liverpool Bay side - eg. Llandudno, Colwyn Bay, etc. tend to be pebbly, but still lots of fun for a little one. I spent most of my childhood holidays in and around Llandudno.
