Probably of no help what so ever but I saw some rear cycle panniers in Lidl a couple of weeks ago, I think they were about £12 but didn't look like they came with the frame thingie that bolts to the bike. They had loads of other cycle stuff as well.
As a matter of fact can I also ask about people to watch out for frame for panniers for a Mountain bike, I obtained some just before xmas havent found the frame for my forks yet, so im in the opposite boat, sadly cant sell the bags, as I am a cycle camper and is a matching set with my rear bags.
a little hard to advice when i dont know what bike your trying to fit them to . looked at the panniers in lidl's yesterday and they may work as front lowriders £14 i think with roll tops . but beware of cheep gear ive allways gone for Karrimor and all 4panniers of mine and the mrs's are still going strong 15years and a round the world trip latter
creek 2 peak is on the bag the bike i use was a built it myself so not a factory bike I can only theirs not another one like it, made it over ten years ago only ever chaned the tyres and the grips it is my regular ride, sadly cant remember the forks maker understand it a difficult one,
This may not help but I love using rear pannier bags on a front low rider system!!!

There are a couple of provisos however; the bags should have (only roughly) equal weight and, are no good for proper rough stuff where they will catch on the side of deep ruts.
I love the 'on rails' stabilty you get from the pannier weight damping out the nervousness of the front wheel. Also the more even front to back weight balance of the bike itself and no more front wheel rearing off the ground I get when getting off trying to manoeuvre a heavily rear loaded bike.
If you check I think you'll find that some of the round the world cycle record holders have used this system too.
