My mum purchase a static caravan 2019 for £15000 , unfortunately she passed away 2020 before being able to use it. My dad continued to pay fees whilst deciding what to do with it. Dad has never used it ( so in exactly the same condition when purchased )and has decided to sell it. The park has offered £2500 - so either mum was ripped off when she purchased it or they are trying to rip dad off now. If we sell it off site they have quoted over £1000 to desite it - Anyone else had the same sort of thing when coming to sell their static caravan ?
As I understand it this sort of thing is commonplace. Site owners have you over a barrel as a static without a site is virtually worthless, and they know it. Very few sites anywhere in Britain will site a static that they haven't sold, so once it has been de-sited virtually the only market is as a site-office somewhere or for someone who is building a house or renovating an old one to live in while they complete their project. I agree it is a total rip-off but there is little anyone can do about it.
This is the normal situation, especially for older static caravans.
Are you able to sell it privately still sited? Some parks allow owners to sell directly to new owners, some do not (much depends on the age of the van) but the original paperwork should specify these terms; if you are allowed to sell it privately on site, you may get a better price.
You say the van has not been used at all since 2019 - has anyone been in it at all for general maintenance, cleaning etc?
If not, and it has been stood unheated for over 2 years, then it may have developed damp and/or mould, depending on how well insulated and ventilated it is.
I agree with what 22seaside says, if you can sell it on-site that is probably your best bet. If not, maybe worth looking into letting it out as a holiday let. Those are both worth looking into. Failing that you may have to accept what the site owner is offering, as they know you won't get better elsewhere.
Whatever you do, don't have it de-sited until you have looked into it further. Once de-sited you would be lucky to get much more than £1,000 for it unless you managed to find a buyer who wanted to take it abroad where things are much more relaxed. Site owners in this country have things well sewn up between them.
Yes all maintained throughout & if we sell onsite we have to pay site 25% commission- all a total rip off and would never buy again- thanks for your input much appreciated

Yes you are right, it's a total rip-off. Even with having to pay the "commission", usually for doing next to nothing, you may still be better off than accepting their derisory offer. I like staying in statics but I would never buy one. I would only ever rent, as that way you don't get ripped off and you can try different areas.
