Firstly you need to read your licence agreement, and check it states your electricity is included, in black & white. Then is your site members of the NCC click for link. Have a read especially section 5, which seems to cover your complaint. I am no expert but we had a similar situation on a previous site. Our agreement stated electricity was included, but the site wanted to start charging for it. In fairness to the site I could see why they wanted to do it. Van owners were doing things like leaving electric heaters on for the days they were not there, just so they could walk into a warm van days later at no extra cost to them. Bl**dy stupid and dangerous IMO. So the site owners offered existing owners a £300 discount on their site fees if they wanted to start paying for their electricity via our meter readings. They told us they could not force it on anyone who had an existing agreement, but all new van owners would have the pay by meter reading included in their agreement. So if you ask me, if they are a reputable site, they are trying it on, and get as many fellow owners to complain. Good luck. Things like this give good sites an unnecessary bad name.

Actually I think it is a bit of a minefield. The owner is going to become an energy supplier and that means you should have the right to choose your supplier and that may not be him.
Then if you choose say British Gas, he will become a DNO (District Network Operator like the local electricity board) because the electric will be carried through his cables. He will also be a meter operator.
A solution may be that he gives you a very good deal on price so you cannot buy it cheaper elsewhere.
Reading your post; is he going to charge you for the cost of installing the meters as well.
Overall it does make sense though because electric is very expensive and we must all do our bit for the planet. Meters will reduce consumption and that will be a good thing.
The site supply may be getting too small now if he has added more vans. Upgrading can be very expensive but reducing consumption by metering may avoid the need to upgrade.

A campsite owner wouldn't be classed as a supplier he would be classed as a reseller.

I would say go to citizens' advice or find a solicitor. This can be a legal minefield. I don't like the sound of this site operator, as making you sign a new contract every year means that they can do virtually whatever they like. What happens if you refuse to sign a new contract which is worse for you than the previous one?
