Hi all.

Iv got a slight problem. Well not me exactly. It's my father in law.

He has a static caravan on a site which is fine.

To cut a long story short. The static use to belong to his mother. Her and her neighbour are connected on the same electric meter and they use to split the electric bill 50/50.

Now this is where it get interesting. Some one else has bought this caravan, my father in law is never in his van as he is renivating it for the whole family to use for weekends away. He has just been handed a big electric bill. He has spoke to his new neighbour and they refuse to pay any part of the bill even though they have used around 90% of the electric.

He is asking me if it's down to the site owner or himself to get another meter installed so they are on separate meters as he is not happy to say the least.

Oh and the site owner is taking no responsibility for any of this.

I'm not too sure about static sites or rules to say the least, any help much appreciated.

You first need to look at the electric bill to see what name and address it is registered to and any other related details as this will be evidence as to who is responsible for payment. If the third party sold the caravan then you need to find out if there was a written agreement with reference to the shared electricity supply. If there wasn't then you need to contact the electricity company in question that supplies the power to both units and explain the circumstances involved.
Did your Father in Law have the caravan officially signed over into his name from his mother or was it just by verbal agreement only?
There is a lot more important information that needs to be clarified before the right advice can be given as it could be more complex than just asking who is responsible for the shared electric supply.

the first thing i would do is have the electricity that is connected to the other party, from your meter, disconnected.
the fact that the bill has been given to your father suggests that the meter is in his name.
cut the supply to the other party.
if the other party is not going to pay their share of the bill now, they are unlikely to pay when you get the next bill.
if the bill is in your fathers name he should contact the supply company for the disconnection

In days of old electricity was supplied and metered by the local electricity company.

Then the supply and distribution of electricity was separated and folks could buy their electricity from any energy supplier they chose. The energy supplier then took ownership of the meter although it may still have the name of the original electricity company on it. For new supplies the energy suppler owns the meter.

The meter may also be supplied from a bulk supply to the whole caravan site. if this is the case, the site owner will own meters to each caravan and sell the electricity to the individuals.

Much depends on what your arrangement is.

When I say the energy supplier owns the meter, it is more complicated because the meters are supplied and installed by a meter operator who may be nominated by the end user or the energy company.

This arrangement is a complete nightmare and can take a lot of sorting out.

If it is a public supply you should have an MPAN number on the meter or bill. MPANs are registered so can tell a lot about the supply.

What a strange situation. But if the meter is in your FIL name and he is responsible for the bill, but hardly ever uses it, my reaction to the neighbours would be simple. Trip the rcd when he goes home, put a bloody great chain and padlock round the box and if they try and tamper with it, then thats theft. Perhaps then they may come to thier senses. thats assuming its a free standing meter like ours at the back of the van. Dont you just love crap neighbours.
