Using a caravan (static or otherwise) as living accommodation on site of a self build seems to be a regular situation, and I would think that most councils, once they have given permission for the actual build, will probably be quite helpful on this, including giving some advice about connection to utilities.
There are, quite rightly, extremely strict regulations about water and sewerage, to avoid contamination. Also, you want something as close as possible to "normal" living as you may be in the van for several months during the build.
There are already some posts on this forum about connecting statics up, but I think you may be better off finding forums aimed at self-builders, which will probably be a wealth of information about connections and other things that will be useful to you.
As soon as your caravan gets moved onto the site, for sure somebody will telephone the council to report you - so I would talk to the council planners well ahead of time to make sure you know what you should and should not be doing, and pick their brains for advice and suggestions. I think that nowadays most councils are keen to encourage and help self-builders.
Also, if you have an architect, talk to them as well - they almost certainly will have ideas where to go for advice about the an on-site static.
