First off - check with the local planning dept - it is usually permitted to use a caravan as temporary accommodation during self-build or major refurbishment works, but best to make sure in case of any special conditions they want imposed.
If the van is going to be needed for all living functions (toilets, showers, cooking etc.) consider how the utilities, especially sewerage, will be connected, as that will be a consideration on where it is sited.
Depending how hardy your elderly relative is will make a difference to what you get - but if possible, try and get one built to full residential specification (BS3632) as that will be better insulated and come with double glazing and central heating - but it will cost more than one built for holiday use. If your relative is of the very tough variety, and there will still be some facilities in the house available, consider a touring van - easier to site, easier to sell when you have finished with it.
Google will be your friend, as there are quite a few dealers and brokers who both sell and rent vans out for exactly the type of use you will be looking for, and even if you end up with a private purchase, the websites will give you ideas. Also look at the self-build websites, as again they give quite a lot of advice and information about living in a caravan/static/log cabin during build work.
