I'm inclined to agree, it is probably there in the terms and conditions of the original agreement somewhere. It would be a good idea to check.
Assuming that you have a static on a holiday/leisure site.
In addition to the site rules you mention receiving, you should also have a contract that outlines terms, including how long your static can stay on the pitch and when and how you pay the pitch fee, when and how the pitch fee will increase, and if and how the payment schedule can be changed.
So as others have already said, what does this contract say about changes to the payment period?
