I live on a holiday park which are allowed 60 residents that pay council tax for the address and mail delivered,but still have to go off for a month ,What I don't understand is if the council allow 60 residence why do we still have to go off,and as it's a holiday park why have they allowed 60 residence

The site planning and licence evidently stipulate that the homes have to be vacated for a month in every year; this single condition alone is proof that they are not residential.
Paying council tax and having a postal address for mail does not turn a holiday home into residential - it is more like a 2nd home that can be used for 11 months a year, but not as a primary main residence.
If you are paying council tax, worth checking that you are not also paying a share of the site business rates in your pitch fee - should be one or the other, not both.
