That looks far more like some liquid has been splashed against the wall! That's not to say there hasn't also been some reaction from the sun on the spill as well, but the edges are too well defined for typical sun bleaching alone.
Attempts to clean it up and suitable chemicals/cleaners depend entirely on what the wall panel is made of and finished with!
From the photo, I'd guess at formed steel/aluminium, with a factory finish of plastic laminate.
As to painting over it, again, all comes down to the existing finish, and finding a compatible paint. Use the wrong type and the solvent may cause irreversible damage, or the paint may simply not adhere.
I'd be inclined to use some caravan cleaning detergents as a first step, they are generally safe to use on multiple materials, and often clean the difficult staining from a number of sources found on touring caravans. I'd steer clear of anything abrasive, initially at least, it may clear the staining, but may also make the surface more vulnerable to attracting dirt over time in the micro-scratches caused. Fenwicks have a range of cleaners, and are available from many caravan related outlets, they are a popular product with caravan owners.
Bleach is not necessarily a good 'cleaner', it lacks detergent cleaning properties, but it's bleaching properties may lighten the underlying surface material as well as the stain, so taking the dark stain to a lighter 'stain'!
