Have you looked at freshwater park, dorset. It has its own private beach and also a outdoor pool. Can get quite busy but a excellent site. We are going next year with the kids.
For sandy beaches, reasonably warm sea and great surfing, it's gotta be north Devon (Croyde, Damage Barton), but for coastal walks I'd go to Dorset or south Devon (just because we spent three nights holding our awning down in north Devon when the wind got up!!) so N. Devon I'd go for Damage Barton (about 1 mile walk, if that) or Dorset I'd go for East Fleet Farm - right next to the beach, but it's pebbles mostly. Both these reviewed on UKCS.

What if the Hokey Cokey really is what it's all about....?
Pentewan sands near st Austel is right on the beach,has its own launching slipway if your into boats.Its a bit further than Devon but is certainly worth the extra travell.Ive also visited Croyde in N/Devon which i would recommend ,ive also visited Freshwater in Dorset ,but the beach is a bit gravelly.
