I think that saying in the club rules that cancellations within 7 days can be refunded at the discretion of the site manager is a bit unfair to the site manager - it puts them under a lot of unfair pressure.
As a site owner my policy was no refunds, but the deposit could be transferred regardless of whether we filled the pitch or not. We also stipulated that the full balance was due 7 days prior to arrival (in practice we didnt do this as it was a bit of a mare if there had been changes in the group).
Prior to this we did not take deposits, and it was almost unworkable, I sympathise with any CC member who cannot book because of others misusing the system.
After changing the system we reduced no-shows to (I think) 4 in 3 years. Much fairer all round.
We also refunded several total holiday costs where people genuinely couldn't use their pitch for pretty traumatic reasons- trust me, you learn to recognise the real folk - and also one memorable occasion where a husband bought a trailer tent off flea-bay, picked it up on the way down, needless to say it wasn't quire as described!
Overall, I dont think the C&CC have treated you unfairly.
